Should there have been criminal charges in regards to Sabra and Shatila? Should they still be considered?

Thousands of innocent people were killed, women brutally d. These actions included bulldozing building, supplying weapons and transportation, disposing of bodies, even sending up flares so the killing could take place during the night; but perhaps most damning, they prohibited the escape of any Palestinians. In 2002 the Christian Phalangist Elie Hobieka was set to testify in Belgium about the incident, he mysteriously was murdered just before he could. While all fingers pointed to a MOSSAD hit, Israel said it most likely was Syria- without either motive nor any prove (Syria had absolutely nothing to do with either Phalangists nor the macre- and up til then it had never been even remotely suggested)
