'our town has less than 20 thousand people, why cant the gov.stop the illicit drugs?

"why cant they stop the illicit drugs in only one small town? would you have to dissolve the infrastructure.and the town be known as a 'ghost town?i have seen people go to prison for 40 years or so and drugs are still available"! "whats really going on??
