When my laptop starts i have to press ctr,alt and f3 to get windows to start ?

that could be the previous owner changing the boot settings in the system bios, possibly used an external hard-drive with a different OS on there, but anyway you should be able to go into the bios when you turn the computer on by clicking f12 or delete or something, it should say what you have to click, then search around and you should find boot settings, change the first boot option to drive c:/ (the common drive for main hard drives), i dont really understand what you mean by he/ she has got rid of the internet, if you mean the browser then you can download the install file froma different computer, put it on a memory stick, move it to the laptop, copy the file to the laptop and open the install file and it will install the browser, if you mean something else then please send another question with more detail
